The unreadable scribblings are likely incantation notes from the previous user, who may or may not have gone mad, so check if it's a language someone else knows.

The bone itself allows one to create and control animated skeletons. Those not prone to magic may find it only works at about 25% capability, but anyone able to tap into arcane or divine magics can animate skeletons at their full potential once a day.
